North Portland is an up and coming area that has a ton of charm. Some key neighborhoods here are Kenton, Boise, Overlook, and St. Johns. It may look slightly remote from a map if you are not familiar with Portland, but the freeway accesses as well as light rail connect this part of Portland to downtown. There are some great views of the Willamette River from the bluffs. The University of Portland is also located in this area.
